FREMONT'S Homelessness and Crime Data:

Homelessness is not a crime, but the number of crimes among the homeless population is alarmingly high.

Arrestee summary: 470 homeless arrested by Fremont PD in 2019.


Let's not sweep the data under the rug!!!

Fremont Police 2019 Review of Priority Crimes shows the following data on arrests:

Aggravated Assault: 25 of 59 are homeless (42%)

Arson: 4 of 7 are homeless (57%)

Auto Theft: 67 of 114 are homeless (58%)

Burglary-Auto: 5 of 61 are homeless (8%)

Burglary - Commercial: 19 of 70 are homeless (27%)

Burglary - Residential: 13 of 44 are homeless (29%)

Robbery: 45 of 164 are homeless (27%)

Arson

Location: 2000 Prune Ave, Fremont, CA 94539

Action Taken:

- Reached out 911 emergency, deployed fire truck.

- Firefighters advised me to contact the City Council to deal with the homeless encampment. Claiming firefighters were just to put out the fire but not to clean out or relocate the homeless encampment.


Impact:

The fire was huge and smoke was spreading to our community and 680 SB next to the powerline.

Person Fell off the building

9/9/2021, around 6 am

Location: Reilly Station, Fremont, CA 94539

A person fell off the building at Reilly Station resulting in death. Later with candles and the word "Murder" written on the window outside Reilly Station Lobby.

FPD hosted a zoom meeting afterward claiming it is an accident.



Package Theft

10/3/2021: 03:36 pm

Location: Metro Crossing, Fremont, CA 94539

Package Theft by Reilly Station Juvenile Resident.


Action Taken:

  • The Residents Confronted the Juveniles and the mother of the three Juveniles.

  • Filed a police report.

Call Box Break in and Theft

1-11-2022, around 6:30 am


Multiple Video footages from the community confirmed the 2 suspects break into call boxes at various buildings including but not limited to Westbourne, Norwood Junction G1, G2, Chancery, and Russel.

The two suspects were spotted entering the Reilly Station.

Similar figure suspects were also spotted back in December 2021.

Homeless Invasion/Trespassing

01-11-2022, around 8:20am


A homeless with a violent history, confirmed by FPD, was spotted at the Metro Crossing clubhouse swimming pool witnessed by multiple residents. Residents attempted to ask the homeless to leave but he refused. Cops were involved at 9:45 am but later left unable to extract the homeless. At 11:14 am, I asked the cop parking nearby if they had extracted the homeless, the cop confirmed the homeless had a violent history and avoided confrontation. Homeless left the scene while the cops were hesitant to extract him.


Impact: residents are very concerned about the hygiene of the facility, requested sanitization afterward. Advised the community to not use the facility until sanitization is completed.

  • Multiple residents called FPD multiple times.

HOMELESS POPULATION GREW IN CA AND DECREASED IN OTHER STATES, SUGGESTING HOMELESS MIGRATION. from 2010 to 2020:

city of fremont failed to inform impacted residents

Background:

On 1/18/2022, the City of Fremont approved actions to apply for $40 million Homekey funding and implement a Motel conversion project to house 156 homeless people, 10% of them will be mentally ill. Drug abusers are allowed to permanently live here. Drug abuse shall be allowed and treatment is not mandatory.

The Homekey Project is located at Motel 6 @ 46101 Research Avenue, Fremont, CA 94539, where thousands of kids go to school and daycare, near dense residential areas, and senior living communities. The City failed to inform the impacted residents and made the decision unilaterally. Thousands of petition signatures were collected and are growing.

Resident's Safety Concerns:

Precedent projects in other cities and recent crimes in Fremont have the communities brooding about kids' and seniors' safety:

  1. City of Fremont 2019 Everyone Counts Homeless Point-in-Time Count & Survey revealed that the health conditions of the homeless population are largely related to mental health issues and substance abuse: 22% alcohol & drug use; 34% psychiatric/emotional conditions; 23% PTSD; 11% traumatic brain injury. These data are concerning.

  2. City is only proposing to house 10% mentally ill people at this Motel 6 site. Where will the other mentally ill folks go? Who are the other 90%?

  3. How can the City ensure these folks have full control of their behavior, and not pose any danger to themselves and others?

  4. How can the City ensure no more homeless people come to the neighborhood?

  5. Nevada has "dumped" 500 of their mentally ill folks to San Diego. How does the City plan to prevent this from happening to Fremont?

  6. In May 2021, a homeless man assaulted a 67 year old Asian woman in broad day light on her lawn, and assaulted 2 other elderly women in Fremont. This stirred up even more fear among the communities.

  7. In San Francisco, New York City, similar projects have FAILED miserably and brought in more crime to nearby neighborhoods.

  • In San Francisco, 911 calls soared from 1-2 calls per month to 14 calls per month at its peak.

  • Neighbors were notified of unprecedented active shootings since the project was built.

  • Neighbors reported more home invasions, car break-ins, open drug use, and sexual acts on the streets.

Question: why is the City of Fremont making the same mistake all over again, and ignoring the plea from thousands of residents to protect the kids and seniors? There must be other solutions.
